Health workforce and organization of pharmaceutical services in primary care: nursing technicians’ perceptions in Florianópolis, Brazil

Objective: This study aimed to analyze the organization of pharmaceutical services in Primary Health Care in Florianópolis, Santa Catarina, Brazil, and to understand nursing technicians’ perceptions of pharmacy services. Methods: The study adopted a mixed-methods approach, including the application of an online questionnaire to coordinators of Primary Health Care Units and the conduction of a focus group with nursing technicians. Results: Of the 49 coordinators invited, 43 participated in the study (87.75%). The results indicated that, in health units without the presence of a pharmacist, pharmacy management is predominantly carried out by coordinators and nursing technicians, who accumulate managerial and care-related activities, often without the necessary technical support. The focus group revealed that nursing technicians do not perceive themselves as responsible for pharmacy management, acting only in medication dispensing — an activity for which they had not received specific training or qualification. The findings demonstrate that the current model of Pharmaceutical Services organization disregards the specificities of pharmacy management, which may negatively affect access to medicines and limit the implementation of clinical practices and pharmaceutical care. Conclusion: The study reinforces the need for public policies aimed at establishing pharmacy teams coordinated by pharmacists, with the qualified inclusion of pharmacy technicians, in order to improve work processes, strengthen Pharmaceutical Services in Primary Health Care, and ensure safe and appropriate access to medicines.
